그러나 최근 강원도청 신청사 이전과 연계된 행정복합타운 조성사업의 지연과 관련해 강원도의회 일부에서는 강원도청을 타 지역으로 이전해야 한다는 목소리를 내고 있다. 이러한 논의가 표면화되면서 춘천시민 사이에는 우려와 불쾌감이 커지고 있다. 더 문제인 것은 강원도와 춘천시가 이에 대해 소극적·미온적인 태도를 보이고 있다는 점이다. 행정적 결정을 둘러싼 장기적인 지연과 갈등은 결국 시민 피해로 돌아온다.

김진태 도지사 취임 이후 강원도는 춘천시 동면 일대에 대규모 행정복합타운을 조성하고 도청을 이전하는 계획을 추진해왔다. 그러나 3년이 지난 현재까지 사업은 가시적인 진전을 보지 못하고 있으며, 언론에서는 잠정보류 가능성까지 제기되고 있다. 이는 단순히 계획 지연이 아닌, 강원도와 춘천시 간 눈에 보이지 않는 힘싸움이 장기간 이어진 결과로 볼 수 있다. 결국 그 피해는 고스란히 춘천시민에게 전가될 수밖에 없을 것이다.

강원도청 이전 논의는 단순한 행정 논쟁이 아니다. 도청은 춘천시민의 일자리와 지역경제, 도시 정체성과 긴밀히 연결되어 있는 핵심 기관이다. 도청이 떠난다는 것은 도시의 존립기반을 흔드는 문제이며, 단순한 행정 효율이나 정치적 논쟁으로 치부될 사안이 아니다. 춘천과 강원도청은 불가분의 관계이며, 이를 흔드는 결정은 지역민의 자존감과 신뢰를 손상시킬 수 있다.

내년 6월 지방선거를 앞두고 도청 이전 문제가 정치적 표심을 겨냥한 정쟁의 소재로 소비되는 일은 반드시 막아야 한다. 정치적 이해관계가 시민의 삶과 도시의 존립보다 앞서서는 안 된다. 강원도와 춘천시는 정치적 계산보다 시민의 자존과 지역 균형발전을 최우선으로 고려해야 한다.

100년 넘게 지켜온 춘천의 수부도시 위상은 단순한 상징이 아니다. 이는 강원도 행정의 역사이자, 지역 정체성의 근간이며, 미래 세대에게 물려주어야 할 소중한 자산이다. 지금 필요한 것은 갈등과 불신이 아닌 신중하고 현명하게 대응하는 행정이다. 설사 논란의 여지가 있는 행정복합타운 조성이 지연되더라도 도청 이전은 계획대로 추진되어야 한다 이를 위해 춘천시는 도청이전 추진을 위한 절차에 적극 협조하고 강원도는 행정복합타운 조성 우려 불식을 위한 구체적인 계획을 제시한다면 논란은 금방 사그라들 것인데 이를 빌미로 도청 타 지역 이전이라는 일각의 극단적인 주장은 춘천시민으로서 용납할 수 없으며 강원도 전체 균형 발전에도 도움이 되지 않는다.

춘천은 강원도의 중심이며, 그 위상은 춘천시민의 자존심이다. 강원도청이 이 자리에 굳건히 자리하고 있는 한, 춘천은 미래에도 변함없는 수부도시로서 존재할 수 있다. 이제는 그 소중한 위상을 지키는 것이 행정과 정치의 기본 책무임을 되새길 때이다.

However, recently, some members of the Gangwon Provincial Council have voiced opinions that the provincial government should relocate to another region, citing delays in the administrative complex town development project linked to the relocation of the new Gangwon Provincial Government building. As this discussion surfaces, concerns and displeasure are growing among Chuncheon citizens. More problematic is the passive and lukewarm stance taken by both Gangwon Province and Chuncheon City. Prolonged delays and conflicts surrounding administrative decisions ultimately result in harm to citizens.

Since Governor Kim Jin-tae took office, Gangwon Province has pursued a plan to establish a large-scale administrative complex in the Dong-myeon area of Chuncheon City and relocate the provincial government there. However, three years later, the project has shown no tangible progress, and media reports even suggest the possibility of indefinite suspension. This is not merely a planning delay but the result of a prolonged, invisible power struggle between Gangwon Province and Chuncheon City. Ultimately, the damage will inevitably be passed on to Chuncheon citizens.

The debate over relocating the Gangwon Provincial Government is not merely an administrative dispute. The provincial government is a core institution closely tied to Chuncheon citizens' jobs, the local economy, and the city's identity. Its departure would shake the very foundation of the city's existence and cannot be dismissed as a simple matter of administrative efficiency or political argument. Chuncheon and the Gangwon Provincial Government are inseparable; any decision that disrupts this relationship risks damaging the pride and trust of the local community.

Wonju attracted corporate and innovation hubs, while Pyeongchang and Gangneung gained international recognition through the Olympics. Chuncheon, however, received relatively less support precisely because it housed the provincial government. Ahead of next June's local elections, we must absolutely prevent the issue of relocating the provincial government from being exploited as a political tool to sway votes. Political interests must not take precedence over citizens' lives and the city's very existence. Gangwon Province and Chuncheon City must prioritize citizens' dignity and balanced regional development over political calculations.

As long as the Gangwon Provincial Government remains firmly rooted here, Chuncheon can continue to exist as the unwavering provincial capital city in the future. Now is the time to reaffirm that safeguarding this precious status is the fundamental duty of administration and politics.
