우리투데이 이동현 기자 |  제보팀장에 따르면 최근 불가리아에 입국한 한국 국적의 여행자가 현지 세관에서 현금을 압류당하고 부당한 대우를 받았다고 주장했다. 해당 제보자는 입국 당시 자진 신고를 위해 세관 사무소를 방문했으며, 이후 현금과 금을 신고하는 과정에서 문제가 발생했다고 밝혔다.
제보에 따르면, 피해자는 최근 불가리아 공항에 도착해 입국 시 1만 달러 이상의 현금을 신고해야 한다는 규정을 인지하고, 자발적으로 세관 사무소에 들어가 신고 절차를 밟기 시작했다. 현금 신고를 마친 후 금에 대해서도 신고하겠다고 밝혔으나, 담당 세관 직원은 “신고하지 않았다”며 격앙된 반응을 보였고, 이후 두 명의 직원이 피해자의 소지품을 수색하며 마약 딜러로 몰았다는 것이다.
피해자는 “현금 가방에서 1,000달러가 든 봉투와 지갑 속 300달러를 발견한 직원들이 ‘신고하지 않았다’며 서류 작성을 강요했고, 불가리아어로 된 문서에 서명하라고 했다”고 밝혔다. 이후 세관 직원들은 현금을 들고 사무실을 떠났고, 피해자는 “다음 주 금요일에 변호사와 함께 오면 돈을 돌려주겠다”는 말을 들었다.
그러나 약속된 날 공항을 다시 찾은 피해자에게는 “전체 금액의 20% 벌금과 최대 5년 징역형”이 통보됐고, 세관이 소개한 변호사는 “이길 가능성이 없으니 합의하라”고 권유했다. 피해자는 “세관 직원이 나를 골탕 먹이려는 의도였다는 말을 들었다”며 억울함을 호소했다.
현재 피해자는 현금 전액을 압류당한 상태로, 숙소도 마련하지 못해 거리에서 지낼 위기에 처해 있다. 그는 “나는 단지 정직하게 신고하려 했을 뿐인데, 국가 기관이 외국인을 상대로 이런 일을 벌이다니 믿을 수 없다”며 “대한민국 정부와 언론이 이 사안에 관심을 가져주길 바란다”고 호소했다.

They claimed I ‘hadn't declared it,’ forced me to fill out paperwork, and demanded I sign documents written in Bulgarian.” The customs officers then left the office with the cash, telling the victim, “If you come back next Friday with a lawyer, we'll return the money.”
However, when the victim returned to the airport on the promised day, they were informed of “a 20% penalty on the total amount and a maximum prison sentence of 5 years.” The lawyer introduced by customs advised, “You have no chance of winning, so settle.” The victim expressed their frustration, stating, “I heard that the customs officer intended to trick me.”
Currently, the victim has had all their cash confiscated and faces the risk of living on the streets, unable to secure accommodation. They pleaded, “I only tried to report honestly, yet I can't believe a state agency would do this to a foreigner,” adding, “I hope the South Korean government and media will pay attention to this case.”

그러자 이 매니저는 너는 신고 안 했다 하면서 화를 내며 나가 버렸습니다

이후 두 명의 직원이 들어와서는 저의 모든 짐을 뒤지기 시작했습니다

그들은 저를 마약 딜러 취급했습니다

그리고 현금 가방에서 따로 천불이 들은 봉투와 했다고 지갑 안에서 300불을 발견하고는 너는 신고를 안 말을 합니다

그리고 직원끼리 회의를 하고 돌아와서는 이제 너의 신고를 도와주겠다 하면서 서류를 작성했습니다

불가리아어로 작성된 서류에 직원들이 싸인 후 저에게 사인을 하라고 강요했습니다 저는 이유도 모르고 사인을 했습니다

싸인 후 그들은 저의 현금 다발을 들고 나가기 시작했습니다 저는 그때서야 상황 파악을 하며 돈을 달라고 요구했습니다

하지만 그들은 저를 사무실에서 내쫓았습니다

그리고 서류를 받았는데 다음 주 금요일 날 다시 공항으로 오라는 편지였습니다

공항 직원한테 돈을 다시 달라고 물어봤더니 다음 주 금요일 날 오면 변호사 사인 후 돈을 돌려 주겠다고 말을 했습니다

그래서 다음 주 변호사와 함께 갔더니 갑자기 저에게 벌금은 전체 금액의 20% 징역 형은 5년이라고 설명을 합니다

변호사는 싸워 봤자 이길 승산이 없고 돈도 못 받으니 그냥 합의하고 끝내라고 합니다

오늘 대사관에서 세관 직원과 통화를 했는데 세관 직원은 내가 금을 신고하겠다는 말을 했다는 증거가 없다고 합니다

하지만 법에서 보면은 내가 신고를 할 의도가 없으면 벌금이 있지만 저는 신고를 하러 세관 사무소에 들어간 상태이기 때문에 신고할 의도가 있었습니다

하지만 세관 직원은 대사관 직원과 처벌에 관한 얘기만 했다고 합니다

그리고 세관 직원이 소개해 준 변호사는 그 전에 세관에서 일을 했었는데 이런 경우가 많다고 합니다

그러면서 세관 직원이 너를 골탕 먹이는 거니 너는 그냥 벌금이나 내고 징역을 가라고 말을 합니다

어떻게 나라 기관에서 외국인에게 이럴 수 있는지 대통령은 이 사실을 아실까요.

Hello, I am a Korean citizen.
I recently entered Bulgaria, but customs officials confiscated all my money.
Upon entry, you must declare over $10,000, so I naturally went to the customs office to declare it.
When I first entered the office, I stated I had cash and gold, and immediately began declaring the cash.

After I signed, they started taking my bundles of cash. Only then did I grasp the situation and demand my money back.
But they kicked me out of the office.
I received the documents, which were a letter telling me to come back to the airport the following Friday.
When I asked the airport staff to return my money, they said if I came back next Friday, they would give it back after a lawyer signed.
So, I went back the following week with a lawyer. Suddenly, they explained that the fine would be 20% of the total amount and the prison sentence would be 5 years.
The lawyer said there was no chance of winning if I fought it, and I wouldn't get my money back anyway, so I should just settle and end it.
Today I spoke with the customs officer via the embassy, and he said there's no evidence I stated I intended to declare the gold.
But legally, if I had no intention to declare, there would be a fine. However, since I entered the customs office to declare, I had the intent to declare.
Yet the customs officer claims he only discussed punishment with the embassy staff.
And the lawyer introduced by the customs officer used to work at customs and said cases like this are common.
They said the customs officer is just trying to screw you over, so you should just pay the fine and go to jail.
How can a national agency treat a foreigner like this? Does the President know about this?
I am in an extremely unfair situation right now.
I currently have no money and am in a situation where I have to sleep on the streets.
