우리투데이 이동현 기자 |  문화체육관광부(장관 최휘영, 이하 문체부)는 한글과 국어의 발전에 이바지한 공이 매우 큰 국내외 인사 9명과 단체 1곳을 ‘2025 한글발전유공자’로 선정했다고 밝혔다. 이들에 대한 포상은 10월 9일 ‘579돌 한글날 경축식’에서 진행된다.
세계 각국의 식물학·국문학·정보화·예술·특수교육 등 다양한 분야에서 한글과 한국어의 가치를 확산해온 올해 수상자는 한국뿐만 아니라 미국, 호주, 캐나다, 르완다, 러시아 등 세계 각국에서 오랜 기간 한글과 한국어 발전에 힘써온 인물들로서 한글･한국어 교육뿐만 아니라 식물학, 국문학, 정보화, 예술, 특수교육 등 다양한 분야에서 한글과 한국어의 가치를 넓혀왔다. 문체부는 그 공로를 인정해 보관문화훈장 2점, 문화포장 2점, 대통령 표창 3점, 국무총리 표창 3점을 수여할 계획이다.
보관문화훈장은 고 장형두 전 서울대학교 교수와 마크 알렌 피터슨 미국 브리검영대학교 명예교수가 수훈한다. 고(故) 장형두 교수는 식물학자로서 일제강점기의 어려운 여건에서도 토착 식물에 바람꽃·애기똥풀 등 우리말 이름을 붙이고, ｢학생식물도보｣를 편찬해 한글과 우리말 수호에 크게 기여했다. 마크 알렌 피터슨 명예교수는 오랜 시간 한국어 교수로 활동하며 한국어교육자협회와 한국교사협회의 일원으로서 한국어 교육 발전에 힘써왔다. 한국 관련 다수의 저서도 집필했는데 특히 시조에 대한 애정이 남달라 시조를 영문으로 번역·소개하는 등 한국 전통문학의 보급에도 기여했다.
문화포장은 워드프로세서와 한일자동번역시스템 개발 등으로 한글･한국어 정보화에 기여한 이기식 (주)아이티젠 고문과, 러시아에서 10여 년간 한국어 교수로서 한국어 학술논문 발표, 세종학당 유치 주도 등 한글･한국어 보급에 기여한 다리마 쯔데노바 러시아 부랴트국립대학교 교수가 받는다.
대통령 표창은 한글 서체 개발과 활발한 전시 활동으로 한글의 예술적 가치를 널리 알리고, 제자 양성으로 한글 예술을 전승하는 데 기여한 조종숙 동방문화대학원대학교 석좌교수, 특수교육 교사로서 특수교육 대상 학생을 위한 한글 교수법을 연구하고 이를 교육 현장에 적용, 한글 학습 기회를 넓힌 신은경 서귀포온성학교 교사, 동티모르에서 13년 이상 한국어 교수로서 한국어 학습용 사전 편찬 등 한국어 교육·확산의 기반을 다진 최창원 고려대학교 아세아문제연구원 연구위원에게 수여한다.
국무총리 표창은 호주에서 한국학 교수로 재임하며, 한국어 교과목 증설, 석박사 과정 신설, 한국어 교과서 출간 등을 통해 한글과 한국어 보급에 기여한 잭슨 앤드류데이비드 호주 모나쉬대학교 교수, 한국어 교육 기반이 부족한 르완다에서 현지 한국어 교사 양성 등으로 한국어 보급의 토대를 다진 저스틴 무르와나시야카 르완다 지에스(GS) 부가루라 학교 교장, 캐나다에서 46여 년간 한국어와 한국문화를 전파하며, ‘한국어 말하기·쓰기 대회’ 등을 통해 한글과 한국어 보급에 기여한 몬트리올 한인 학교가 받는다.
문체부는 ‘579돌 한글날’을 맞이해 올해 수상자들을 국내에 초청, 수상자들에게 한국의 전통과 현대문화를 소개하고, 국립중앙박물관과 국립현대미술관, 청계천, 통인시장 등에서 다양한 문화행사를 체험할 기회를 제공할 예정이다.
문체부 정책 담당자는 “수상자들은 국내외에서 한글 및 한국어 교육과 보급 등에 헌신해 세계 속에 한글의 가치와 위상을 높였다”라며, “문체부는 앞으로도 한글과 한국어의 확산을 적극 지원하겠다”라고 밝혔다.

The Ministry of Culture, Sports and Tourism (Minister Choi Hwi-young, hereinafter referred to as the Ministry) announced the selection of nine individuals and one organization from Korea and abroad who have made significant contributions to the development of Hangeul and the Korean language as the ‘2025 Hangeul Development Meritorious Persons’. The awards ceremony for these recipients will be held on October 9 during the ‘579th Hangeul Day Celebration Ceremony’.
This year's awardees, who have long worked to promote the value of Hangeul and the Korean language in various fields such as botany, Korean literature, informatization, arts, and special education across countries including Korea, the United States, Australia, Canada, Rwanda, and Russia, have expanded the value of Hangeul and Korean not only in education but also in diverse fields. The Ministry of Culture, Sports and Tourism plans to recognize their contributions by awarding two Orders of Cultural Merit, two Cultural Medals, three Presidential Commendations, and three Prime Minister's Commendations.
The Order of Cultural Merit will be awarded posthumously to the late Professor Jang Hyeong-du of Seoul National University and to Professor Emeritus Mark Allen Peterson of Brigham Young University in the United States. The late Professor Jang Hyeong-du, a botanist, made significant contributions to the preservation of Hangeul and the Korean language. Despite the difficult conditions during the Japanese colonial period, he assigned Korean names to indigenous plants such as the windflower and chickweed, and compiled the Student's Illustrated Guide to Plants. Professor Emeritus Mark Allen Peterson dedicated many years to teaching Korean and worked tirelessly for the advancement of Korean language education as a member of the Korean Language Educators Association and the Korean Teachers Association. He authored numerous books related to Korea, demonstrating a particular passion for sijo poetry. He contributed to the dissemination of traditional Korean literature by translating and introducing sijo into English.
The Cultural Medal will be awarded to Lee Ki-sik, Advisor at ITGen Co., Ltd., for his contributions to the informatization of Hangeul and the Korean language through the development of word processors and automatic Korean-Japanese translation systems; and to Professor Darima Tsedenova of Buryat State University in Russia, who contributed to the dissemination of Hangeul and the Korean language through her work as a Korean language professor in Russia for over a decade, including publishing academic papers on Korean and spearheading the establishment of Sejong Academies.
The Presidential Commendation was awarded to Cho Jong-sook, Chair Professor at Dongbang Graduate School of Korean Culture, for developing Hangul fonts, actively promoting exhibitions to widely disseminate the artistic value of Hangul, and contributing to the transmission of Hangul art through nurturing students; The Special Education Teacher Award goes to Shin Eun-kyung, a teacher at Seogwipo Onseong School, who researched Hangul teaching methods for special education students and applied them in the classroom, expanding learning opportunities. The Prime Minister's Commendation is awarded to Choi Chang-won, a research fellow at Korea University's Institute for Asian Studies, who laid the foundation for Korean language education and dissemination in East Timor over 13 years as a Korean language instructor, including compiling a dictionary for Korean language learners.
The Prime Minister's Commendation is awarded to: Professor Jackson Andrew David of Monash University, Australia, who served as a professor of Korean studies in Australia and contributed to the dissemination of Hangeul and the Korean language by expanding Korean language courses, establishing master's and doctoral programs, and publishing Korean language textbooks; Justin Murwanashyaka, Principal of GS Bugarura School in Rwanda, who laid the foundation for Korean language dissemination in Rwanda by training local Korean teachers despite the lack of a Korean education infrastructure; and the Montreal Korean School in Canada, which has disseminated the Korean language and culture for over 46 years and contributed to the spread of Hangeul and the Korean language through events like the ‘Korean Speaking and Writing Contest’.
To mark the 579th Hangul Day, the Ministry of Culture, Sports and Tourism (MCST) will invite this year's awardees to Korea. They will be introduced to Korea's traditional and modern culture and given the opportunity to experience various cultural events at venues such as the National Museum of Korea, the National Museum of Modern and Contemporary Art, Cheonggyecheon Stream, and Tongin Market.
A policy official from the Ministry stated, “The awardees have dedicated themselves to the education and promotion of Hangeul and the Korean language both domestically and internationally, thereby elevating the value and status of Hangeul worldwide,” adding, “The Ministry will continue to actively support the spread of Hangeul and the Korean language.”
